Project DAWN provides program participants with a free naloxone kit.
To access Project DAWN’s confidential and free services, simply visit any of our walk-in locations during our open hours.
No appointment is necessary and visits typically take less than 15 minutes.
Eligible program participants are individuals who are at-risk of opioid overdose including those who are in recovery for opioid use disorder and those who are actively using opioids. In addition, individuals who may know someone who is at risk for opioid overdose may also obtain a Naloxone kit.

About the Mobile Unit
- A 30-foot-long vehicle donated to the Office of Opioid Safety
- Operated by MetroHealth staff who offer non-judgmental care
- Examination room for rapid antigen testing
- Parked at 3370 West 25th St. across from the main campus hospital
- Available Monday - Friday from 10am—2pm

- Syringe Exchange
- Safe injection kits
- Fentanyl test strips
- Safe-sex supplies
- HIV/HCV rapid antigen testing
- Medicaid enrollment assistance
- Linkages to treatment resources, medical care, social service agencies, along with providing clothing and food assistance
Project Highlights:
- MetroHealth's Project DAWN project was the second of its kind in Ohio
- It is now one of many Project DAWN sites throughout Cuyahoga County
- Initiated in 2013 by MetroHealth as part of Ohio's network of opioid education and naloxone distribution programs

Syringe Programs
In April 2020, our Project DAWN team started a syringe service program in addition to distributing Naloxone with two goals in mind:
- Continue to provide naloxone to high-risk individuals & front-line personnel, and community members
- Provide harm reduction supplies and connections to care for people who inject drugs (PWID)
Important Statistics
Project DAWN has partnered with the ADAMHS Board to install Emergency Naloxone Cabinets throughout the county for rapid access to opioid reversal.
We are currently exploring additional mobile sites throughout Cuyahoga County in order to address increasing areas of need.
Additional Naloxone Access
Project DAWN has partnered with the ADAMHS Board to install Emergency Naloxone Cabinets throughout the county for rapid access to the opioid reversal medication. They are located in many treatment centers, convenient stores, homeless shelters, public housing, and turnpike service plazas.
We are currently exploring additional mobile sites throughout Cuyahoga County in order to address increasing areas of need.
A Harm Reduction Vending Machine with Free Naloxone is located outside of the MetroHealth Main Campus Emergency Department.
